Seven national high-tech zones in Hubei

Hi-tech zones, which gather over 60% of high-tech enterprises, over 50% of company authorized patents, over 50% percent of high-tech business incubators and over 90% of China’s “Recruitment Program of Global Experts” teams, are major accumulation areas of Hubei’s scientific and technological achievements, as well as patents.

The number of national Hi-tech zones in Hubei has reached seven, ranking top in central China. They are located in Wuhan, Xiangyang, Yichang, Xiaogan, Jingmen, Suizhou and Xiantao, respectively.

This article will introduce to you the development history, pillar industries and economic performances of these seven national Hi-tech zones in Hubei.

01 Wuhan East Lake Hi-tech Development Zone

Optics Valley of China, which is also called Wuhan East Lake Hi-tech Development Zone and Wuhan East Lake National independent Innovation Demonstration area, located in the east south of Wuhan, to the south of Ezhou and to the north of Jiang Xia District.

Development History

-In October 1988, Wuhan East Lake Hi-tech Development Zone was founded;

-In March 1991, it was approved to be the first national high-tech Industrial Development Zone by the State Council;

-In 2001, it was approved by the State as a state-level Optoelectronic industry base (Wuhan Optics valley of China);

-In 2007, it was approved by National Development and Reform Commission as a state-level bioindustry base;

-In 2009, it was approved by State Council as a national independent innovative demonstration zone (518 sq. km.);

-In May 2016, it was approved by State Council as a mass entrepreneurship and innovation demonstration base.

Pillar Industries

Wuhan East Lake Hi-tech Development Zone has formed a “131” industrial pattern with optoelectronics information industry as core, and industries such as biological medicine, new energy environmental protection, high-end equipment manufacturing, high-tech service industry compete to develop.

Economic Performances

Total output value in 2013: 225.4 billion yuan

The general income of companies in Wuhan East Lake Hi-tech Development Zone was 500.6 billion yuan in 2012, 651.7 billion yuan in 2013, and 1006.2 billion yuan in 2015.

02 Xiangyang Hi-tech Industry Development Zone

Located in the northeast of the city of Xiangyang, Xiangyang Hi-tech Industry Development Zone is a place of attraction for automobile and military enterprises and a site with the most densely-distributed technologies and brains in the border area of Hubei, Henan, Shaanxi and Sichuan.

Development History

-In November 1992, Xiangyang Hi-tech Industry Development Zone was approved by the State Council and was founded;

-In February 2005, a new Xiangyang Hi-tech Industry Development Zone was formed by merging the original Xiangyang Hi-tech Industry Development Zone with Xiangyang Automobile Industry Economic and Technological Development Zone.

Pillar Industries

The industrial structure of Xiangyang Hi-tech Industry Development Zone consists of “one dominant industry, five pillar industries”. The dominant industry is automobile and parts industry, and the five pillar industries are high-end equipment manufacturing, electronic information, new energy and new material, new energy automobile and bio-pharmaceutical.

Economic Performances

Total output value in 2013: 65.32 billion yuan

There are 23 World Top 500 enterprises in Xiangyang Hi-tech Industry Development Zone. The total scale of automobile industry has exceeded 130 billion yuan.

03 Yichang Hi-tech Industry Development Zone

Hubei Yichang Economical Development Zone is the first development zone built at its own expenses, thus made it a base of national key industry transferring, and national pilot garden on circular economy. It also has national high and new tech innovation service center and national intellectual property exhibition and trading platform.

Development History

-In September 1988, Yichang Hi-tech Industry Development Zone was founded;

-In December 1999, it was approved as a provincial high-tech zone;

-In December 2010, it was approved by the State Council as national level high-tech zone.

Pillar Industries

Yichang Hi-tech Industry Development Zone has developed four industrial clusters: phosphorus fine chemical engineering industrial cluster, bio-pharmaceutical industrial cluster, modern equipment manufacturing industrial cluster, new material industrial cluster.

Economic Performances

In 2012, the Zone realized a gross regional domestic product of 45.6 billion yuan, and a total industrial output value of 160 billion yuan.

04 Xiaogan Hi-tech Industry Development Zone

Xiaogan Hi-tech Industry Development Zone, located located between Wuhan and Xiaogan with an area of 80 sq. km., is one of the first provincial zones set up in Hubei Province. Since its establishment, Xiaogan Hi-tech Zone entered the “first phalanx” rapidly through effective aggregation of external elements, constant stimulation of endogenous motivation and accelerated release of innovation vitality.

Development History

-In 1989, Xiaogan Economic Development Zone was established;

-In 1997, it was approved by Hubei provincial government to set up a provincial high-tech development zone;

-In 2012, Xiaogan Hi-tech Zone was upgraded to a National High Technology Industry Development Zone.

Pillar Industries

Xiaogan Hi-tech Industry Development Zone develops three dominant industrial clusters for optoelectronics information, advanced equipment manufacturing and automobile and parts industry; improves two traditional industrial clusters for food processing and textile and garment; and it also promotes high-tech industries such as bio-pharmaceutical, new material, new energy, etc.

Total output value in 2013: 29.36 billion yuan

05 Jingmen High and New Tech Development Zone

Jingmen High and New Tech Development Zone, which is located in southern Jingmen city, has 12 departments and 6 branches, covering an area of 50 kilometers.

Development History

-In November 2000, it was established as province level development zone under the approval of Hubei provincial government;

-In December 2013, it was approved to be a national High and New Tech Development Zone by the State Council.

Pillar Industries

As a demonstration area of circular economy, Jingmen High and New Tech Development Zone has gradually shaped three industrial clusters, namely comprehensive utilization of resources and environmental modification, high-end equipment manufacturing and health industry.

Economic Performances

Total output value in 2013: 30.34 billion yuan

06 Xiantao Hi-tech Development Zone

Xiantao Hi-tech Development Zone vigorously implements collaborative innovation strategy by making the best of Wuhan’s science and education resources. It has developed close university-industry cooperation with more than 100 colleges and universities in Wuhan.

Development History

-In 1991, Xiantao Economic Development Zone was founded;

-In 2010, a provincial development zone was formed by combining Xiantao high-tech industrial park with Xiantao Economic Development Zone;

-In 2014, it changed its name as Xiantao Hi-tech Development Zone;

-In September 2015, it was upgraded to national high-tech zone.

Pillar Industries

Xiantao Hi-tech Development Zone has initial shaped five industrial clusters for bio-pharmaceutical, new material, new energy, electronic information and equipment manufacturing.

Economic Performances

In 2014, the number of scale companies in Xiantao Hi-tech Development Zone reached 287, with an output value of 72.4 billion yuan, among which the value of high and new technology industries was 15.1 billion yuan.

07 Suizhou High Tech Industrial Park

Suizhou High Tech Industrial Park consists of three parks, namely, the East City Industrial Park, Shenzhen Industrial Park and Xihe Mapu Industry Park, covering a total area of 20 square kilometers. It is aimed to become an influential special purpose automobile production base in central China, as well as an important base for LED, electronic information, textile industry and food & steel logistics center.

Development History

-In 2001, Suizhou Economic Development Zone was set up as a provincial development zone;

-In 2014, it changed its name to Suizhou High Tech Industrial Park;

-In October 2015, it was upgraded to a national hi-tech industry development zone by the State Council.

Pillar Industries

Suizhou High Tech Industrial Park has gradually formed a industrial pattern dominated by special purpose motor vehicle, biological agriculture, medicine and chemical engineering, electronic information.

Economic Performances

In 2014, the total value of industries above a designated scale in Suizhou High Tech Industrial Park reached 77.6 billion yuan, with industrial added value of 23.9 billion yuan. The production value of special purpose motor vehicle exceeded 20 billion yuan in 2014.
