Panama Crew Certificate to be issued in Wuhan

On March 19, Panama maritime authority authorized Wuhan Yidong Ship Management Co., Ltd to issue the Panama Crew Certificate and selectd Wuhan Maritime Vocational College as the training base.

The sailors from central and western China are hence able to bid for the Certificate in Wuhan, capital of Hubei Province, which will save them a lot of time and money.

It is known that Panama is currently the world's largest flag state, with almost a quarter of the world's ocean-going tonnage registered there(including some Chineses ships) for the "flag of convenience". Chinese sailors who work on the registered ships should be a Panama Crew Certificate holder.

Wuhan Yidong Ship Management Co., Ltd is the second authorized company in China after the first in Beijing.

Flag state

The flag state of a commercial vessel is the state under whose laws the vessel is registered or licensed. The flag state has the authority and responsibility to enforce regulations over vessels registered under its flag, including those relating to inspection, certification, and issuance of safety and pollution prevention documents. As a ship operates under the laws of its flag state, these laws are used if the ship is involved in an admiralty case.
